Bullock wore a sleeveless, high-neck purple and lime green floral knee-length dress with a pencil skirt and lavender pumps at the event, which she dedicated to her 3-year-old son, Louis.
Handler performed some comedy material about Bullock at the ceremony and later posed for pictures with Bullock while wrapping her arms around her from behind.
Handler then switched to a more serious tone, calling Bullock an "amazing" sister, daughter, mother and friend. Bullock is a single mother of Louis, the son she adopted in New Orleans in 2010, just before she got divorced.
"Yes, this is for my son," the actress said at the ceremony. "And I'm grateful for him and so, this way when he's 16 and he hates me, I can take him to this moment and say, 'look, people said really nice things about your mother but Chelsea did not.'"The ceremony took place nine days before the release of the 49-year-old Oscar winner's latest project -- Alfonso Cuaron's new movie "Gravity," which sees Bullock and George Clooney play characters who become stranded in space after an accident. The movie is set to hit theaters on Oct. 4.
